Uh, no. Actually, it's a Democrat constituent who who attempted to ask a question of his elected Congressional representative, Rep. David Scott (D-GA), during an open question and answer session at a public meeting. Rep. Scott, with a subtleness that only an elected official can show, belittled his constituent's concerns. Why? Well, the constituent was obviously an insurance industry plant whose concerns about health care reform are manufactured:
